V-C Gade says proposed NLS to come up on adjacent plot
It has finally become clear that the proposed National Law School will not function from a new building constructed for the law faculty on the campus of the University of Pune (UoP), though till recently it was being talked of as the possible home of the facility.
While Governor K Sankarnarayanan inaugurated the building yesterday, the opening of the National Law School has been delayed by a year because of some technical reasons.u00a0On the occasion, UoP Vice-Chancellor Dr Wasudev Gade categorically stated that the new building would not be kept reserved for the National Law School.

“The National Law School will come up on a plot adjacent to the newly constructed law department building,” Gade said. “This new building has been constructed for the varsity’s law department. The proposed law school will get functional from the next academic year.”
According to the official records of the UoP, the newly constructed building was primarily reserved for the National Law School. The new three-storey building a total usable area of 46,000 sq feet and has 25 rooms, including a special auditorium.

Difficulties ahead
Though the management council of the university has already given the green signal for the establishment of the National Law School on the campus, the state has taken the stand that the new project should come up at no cost to the government.
There are also objections to the plan by some people, who say permission from Bar Council of India is mandatory before establishing a national-level institute.
Gade said that while getting the Bar Council of India permission was not a big concern, the funding issue had to be worked out.
“The main thing is that the varsity will not get funding from the government for this project,” he said. “Currently the university’s expenditure is more than its earnings. That’s why we have to build a separate model to establish the law school. We are working on it and I am quite sure that from next the academic year the law school will come up on the campus.”
Legal expert Advocate Aseem Sarode said it would be a mistake to think permission from the Bar Council of India would be easy to get.
“Taking permission from the Bar Council before establishing such an institution is mandatory and it is definitely not an easy task,” he said. “Many ill practices have been observed in the functioning of the Bar Council before this, as all the powers of giving permission to new institutes are centralised at the Bar Council.”u00a0
