Budget debate row: Tharoor backs Rahul Gandhi’s right to speak in Lok Sabha

Calling it “absolutely bizarre,” senior Congress leader Shashi Tharoor on Monday said that Rahul Gandhi must be allowed to speak in the Lok Sabha, claiming both their microphones were cut when he yielded time during the Budget discussion. The Congress MP from Thiruvananthapuram questioned the intent of the Speaker and the government, reported news agency PTI.  “The situation is very strange. I don’t know whether the Speaker or the government do not want the House to debate the Budget. There is a long-standing tradition of more than 70 years that when two members seek the floor, priority is given first to the LoP and then to the Minister for Parliamentary Affairs,” Tharoor told reporters in the Parliament House complex after the Lok Sabha was adjourned for the day. “Now we have had two successive presiding officers who refused to let the LoP speak, while the Minister for Parliamentary Affairs is consistently given the floor whenever he raises his hand. That is not correct. You cannot favour the government side like this. The House belongs to all of us,” he said, reported PTI.  Tharoor added that the government would get its opportunity to reply in due course. “No one is stopping them from replying,” he said. He further stated that Gandhi should have been allowed to place his concerns on record. They simply would not let Rahul Gandhi speak “When you do not allow him to speak, you undermine the very purpose of Parliament, which is discussion and deliberation. I do not understand what instructions these presiding officers came with, but they simply would not let Rahul Gandhi speak,” he said. “So when I finally got the microphone during the Budget discussion, I said I would yield to the LoP and let him speak. At that point, both our microphones were cut off. I don’t understand what the government and the Speaker want,” Tharoor said. Denying one side the right to speak was “absolutely bizarre” and contrary to parliamentary tradition, he added. Rahul Gandhi was seeking to clarify allegations against opposition, says Tharoor “This is not the parliamentary culture we have been accustomed to over seven decades of democracy. He was standing up to clarify allegations made against the opposition, including claims that women MPs intended to attack the Prime Minister. How would we know what he would have said?” Tharoor asked, reported PTI.  The Lok Sabha was adjourned for the day amid a stand-off between the government and the opposition over Gandhi’s demand to speak before the Budget discussion began. When the House reconvened at 2 pm after two adjournments, Sandhya Ray, who was in the Chair, asked Tharoor to initiate the Budget debate. Tharoor requested that Gandhi, as LoP, be allowed to raise certain points first. Ray said she had no objection if Gandhi wished to speak on the Budget and invited him to begin. However, Gandhi said an agreement had been reached at a meeting between Speaker Om Birla and opposition MPs, allowing him to raise certain issues before the debate, but alleged that the Chair was now reneging on it, reported PTI. Ray said she was unaware of any such agreement and could not permit members to raise issues without prior notice. Rijiju denies any agreement, says Speaker must be present for remarks Parliamentary Affairs Minister Kiren Rijiju intervened, denying the existence of any agreement and stating that if the LoP wanted to make remarks about the Speaker, Birla should be present in the House to respond. Rijiju added that other members would also speak and the matter could be discussed more broadly. With neither side relenting, the Chair adjourned the House for the day. (With PTI input)

Panchayat Samiti election results: Shiv Sena (UBT) candidate clinches 1-vote win

In a dramatic conclusion to the Dhoki Panchayat Samiti election in Dharashiv district of Maharashtra, Uddhav-Thackeray-led Shiv Sena (UBT) candidate won by a margin of just one vote, officials said on Monday, reported the PTI. The victory came after postal ballots were counted, giving Amar Samudre two additional votes. He secured a total of 3,187 votes, while his BJP rival Nihal Qazi received 3,186 votes, including three postal votes, the news agency reported. The official also reported that 56 votes were cast in favour of NOTA (None of the Above), highlighting the tight nature of the contest. Counting was on Monday ongoing for elections to 12 Zilla Parishads and 125 Panchayat Samitis across Maharashtra, with results being closely monitored, as per the PTI. ZP polls record 68.28 per cent voter turnout Elections to 12 Zilla Parishads and 125 Panchayat Samitis in Maharashtra recorded an overall voter turnout of 68.28 per cent, the State Election Commission (SEC) said on Sunday, according to the PTI. Parbhani district recorded the highest voter participation at 74.89 per cent, while Ratnagiri saw the lowest turnout, with only 55.79 per cent of eligible voters casting their ballots. According to the SEC, Kolhapur followed closely with 74.45 per cent, while Chhatrapati Sambhajinagar registered a turnout of 72.69 per cent. Voting was held on Saturday across Raigad, Ratnagiri, Sindhudurg, Pune, Satara, Sangli, Solapur, Kolhapur, Chhatrapati Sambhajinagar, Parbhani, Dharashiv and Latur districts. A total of 731 members were to be elected, with 2,624 candidates contesting the polls. The State Election Commission said the counting of votes will take place on February 9. Polls postponed due to state mourning The elections were originally scheduled for February 5, but were postponed following the death of Deputy Chief Minister Ajit Pawar and the declaration of three days of state mourning. These elections are being seen as the first major electoral exercise since the tragedy and are being closely watched for signals on the future direction and unity of the Nationalist Congress Party (NCP). Both factions of the NCP contested the polls in alliance in their strongholds in western Maharashtra, making the results politically significant. (with PTI inputs)

Delhi CM inaugurates six new air quality monitoring stations to tackle pollution

As part of the efforts to control Delhi air pollution, Chief Minister Rekha Gupta on Monday said controlling pollution requires continuous, year-round effort as she inaugurated six new Continuous Ambient Air Quality Monitoring System (CAAQMS) stations to expand real-time tracking of air quality across the city as per PTI.  The new stations, set up by the Commission for Air Quality Management (CAQM), are located at Jawaharlal Nehru University, Indira Gandhi National Open University, NSUT West Campus (Dwarka), CWD Akshardham, Sarvodaya Bal Vidyalaya in Delhi Cantt, and the Dr. Syama Prasad Mookerjee Swimming Pool Complex at Talkatora Garden. “Our goal is to have at least one monitoring station for every 25 sq km in Delhi to get accurate data on pollution levels and their sources,” Gupta said. The city currently has 46 air quality stations, with 14 more planned to cover residential areas, traffic corridors, industrial zones, and green belts. 'Vayu Rakshak' vehicles to enforce pollution norms Gupta also flagged off 100 ‘Vayu Rakshak’ vehicles that will monitor pollution from industries, vehicles, hotels, and institutions across Delhi. “Pollution is not a seasonal problem. It requires 365-day monitoring and action,” she said, adding that air safety officers will supervise pollution control throughout the year. Delhi Environment Minister Manjinder Singh Sirsa said 100 permanent surveyors will be appointed for inspections and enforcement. He also noted improved coordination among the Delhi Pollution Control Committee, CAQM, and the central government, which allows better data-driven planning and monitoring according to PTI. Steps to reduce pollution and protect green spaces Gupta highlighted the city’s efforts to reduce emissions, including 4,200 electric buses, which will rise to 14,000 by 2028. Automated vehicle testing stations are being developed, and a new electric vehicle policy for private vehicles is underway. She also called the notification of large parts of Delhi Ridge as forest land a historic step, saying, “Protecting green spaces is key to long-term environmental health.” Both Gupta and Sirsa criticized earlier short-term measures like smoke towers and odd-even schemes as “cosmetic solutions” that failed to tackle pollution at its source. Waste management and technology improvements Sirsa outlined progress in waste management, saying around 85 percent of Delhi’s daily 12,500 metric tonnes of waste is now processed for energy production. The government has cleared 45 acres of legacy garbage dumps and is reducing the height of remaining mounds. He added, “The main causes of pollution are road dust, vehicle emissions, and garbage mountains, but previous governments did not take serious action.” Gupta emphasized that technology and monitoring are essential for cleaner air. “Through close cooperation in the field of technology, we are giving our partnership a futuristic direction,” she said as per PTI. SC directs HC to expedited Kuldeep Sengar’s plea in custodial death case

The Supreme Court on Monday directed the Delhi High Court to give an out-of-turn hearing to expelled BJP leader Kuldeep Singh Sengar’s plea challenging his conviction in the custodial death case of the Unnao rape survivor’s father, and to decide it within three months. While refusing to entertain Sengar’s plea challenging a January 19 order of the High Court, a bench comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and N.V. Anjaria said that any appeal filed by the victim’s family should also be heard by the High Court along with Sengar’s petition, reported news agency PTI.  Sengar moves Supreme Court after HC refuses to suspend 10-year jail term The bench was hearing Sengar’s plea challenging the High Court’s refusal to suspend his 10-year jail term in the case. During the hearing, the Chief Justice expressed disapproval of the victim’s counsel making statements to the media about the case. “We are not sitting in an ivory tower. We know a media trial is going on outside,” Justice Kant said, adding that he would not tolerate any “parallel trial” outside the court, reported PTI.  The bench was informed that Sengar’s appeal is scheduled to be heard by the High Court on February 11. On March 13, 2020, a trial court sentenced Sengar to 10 years’ rigorous imprisonment and imposed a fine of Rs 10 lakh in the custodial death case, observing that “no leniency” could be shown for the killing of a family’s “sole breadwinner.” Crime dates back to 2017 when minor survivor was abducted and raped The rape survivor’s father was arrested under the Arms Act at Sengar’s behest and died in custody on April 9, 2018, due to alleged police brutality. Sengar had kidnapped and raped the minor survivor in 2017. While the trial court did not convict Sengar of murder under the Indian Penal Code (IPC), it awarded the maximum sentence for culpable homicide not amounting to murder under Section 304 of the IPC, holding that there was no intention to kill, reported PTI.  Sengar’s appeals in the main rape case, against the December 2019 judgment sentencing him to imprisonment for the remainder of his life, and in the custodial death case are pending before the High Court. The High Court had suspended his sentence in the rape case on December 23, 2025, pending his appeal, but the Supreme Court stayed the suspension on December 29. (With PTI inputs)

Priyanka Gandhi defends Rahul Gandhi over Naravane book citation

On Leader of the Opposition (LoP), Rahul Gandhi, citing a published article with excerpts from the book by former Army chief General Manoj Naravane in the Lok Sabha over the India-China standoff, Congress MP Priyanka Gandhi Vadra on Wednesday stated that he was quoting from a published source which he had authenticated, and questioned what the problem was in him speaking about it in the House. This comes as a fresh bout of confrontation between Congress MP Rahul Gandhi and the BJP erupted in the Lok Sabha over General M.M. Naravane’s unpublished memoir. Citation from the book in the House had also triggered a massive ruckus on Monday and Tuesday and subsequently eight Congress MPs were suspended on Tuesday over alleged “unruly behaviour”. The unpublished memoir that has led to a furore, in question pertains to the content of an article in Caravan magazine on General Naravane’s account, which seemed to suggest that the political leadership appeared indecisive during the face-off between India and China in 2020. Speaking to reporters outside Parliament, Congress MP Priyanka Gandhi Vadra said, "He is quoting from a published source. Yesterday, he had authenticated it as well. Then what's the problem in speaking? When they give speeches, they often quote from books; the Prime Minister has also quoted Sanjaya Baru. Sometimes from a magazine article, sometimes from a book, sometimes from a report. As long as it is a published source, then it's okay." She further reacted to Rahul Gandhi not being allowed to speak in the Lok Sabha and being stopped by the Speaker. Commenting on the suspension of a few MPs, she said, "Please understand this is not the case of the LoP not being allowed to speak. This is fundamental issue of a democracy and the way Parliament works. This Parliament is a temple of democracy. The whole country has trust on it. Every citizen has belief on this. What's the meaning of democracy? There should be a right to express and there should be discussion on anything. “It's not like that there were no talks on China, foreign affairs, Pakistan. There was discussion on it, whether it is the government or the Opposition they have presented their opinions. They are just fearing the things which will come out." "They have not allowed to publish that book. As far as I know, in this book, there is some information which shows that during a time of crisis, when China was on the border, it shows what was the reaction of our top leadership, PM Modi, Union Home Minister, Defence Minister. It's clearly visible, what's the character of this government when there is an attack on the country, then it's clear in that." Meanwhile, LoP Gandhi had written to Speaker Om Birla on Tuesday, stating that for the first time in parliamentary history, the Speaker, on the behest of the government, has been forced to prevent the LoP from speaking on the President’s Address. Will not allow any impediment to voter roll revision: Supreme Court on SIR

Amid West Bengal Chief Minister (CM) Mamata Banerjee’s apprehensions over possible “mass exclusion” of voters during the Special Intensive Revision (SIR) of electoral rolls in the state, the Supreme Court on Monday said it would not allow anyone to create impediments in the exercise, news agency PTI reported. A bench comprising Chief Justice Surya Kant and Justices Joymalya Bagchi and NV Anjaria said it would issue necessary orders or clarifications, if required. “We will not allow anyone to create any impediment in the SIR exercise. It must be clear to the states,” the Chief Justice said while hearing a batch of petitions, including a plea filed by Banerjee, relating to the ongoing voter roll revision in West Bengal. The bench took note of an affidavit filed by the Election Commission (EC), which alleged that some miscreants had burnt notices issued as part of the SIR process. It directed the West Bengal Director General of Police to file an affidavit in this regard, noting that no first information report (FIR) had been registered so far, PTI reported. “A message must go that the Constitution of India applies to all states,” Solicitor General Tushar Mehta, appearing for the Centre, told the court. The top court also took note of the West Bengal government providing a list of 8,505 Group-B officers to the poll panel and said they could be trained and deployed for the SIR exercise. It clarified that final decisions on electoral roll revision would rest with the electoral roll officers, while the manner of deployment and work profile of these officers would be decided by the Election Commission, PTI reported. During the hearing, senior advocate Shyam Divan, appearing for Banerjee, raised concerns over the appointment of micro-observers and the possibility of mass exclusion of eligible voters. “We don’t want any mass exclusion,” Divan told the bench. Domicile certificate applications surge in Kolkata amid voter roll revision The Kolkata Municipal Corporation (KMC) has received a record number of applications for domicile certificates over the past one-and-a-half months, a surge officials linked to the Election Commission’s ongoing Special Intensive Revision (SIR) of electoral rolls. Officials said around 14,000 applications were received till January 31, far exceeding the usual monthly average of fewer than 200. Civic officials and Trinamool Congress councillors said demand for domicile certificates has risen sharply since the SIR process began, as the document has emerged as a key proof of residence for voters whose names were flagged or omitted during verification. Following directions from Chief Minister Mamata Banerjee, the KMC opened dedicated counters at its headquarters and borough offices to ensure residents do not face difficulties in obtaining required documents. A member of the KMC mayor-in-council described the spike as “unprecedented” compared to routine demand levels. Applications submitted to the civic body are forwarded to the Kolkata sector collector’s office, where documents are verified through police checks before final approval is granted by a WBCS-rank officer for issuance of domicile certificates. Sharad Pawar taken to Pune hospital after suspected throat infection

Nationalist Congress Party (NCP SP) chief Sharad Pawar was on Monday taken to a hospital in Pune district of Maharashtra he complained of throat-related problems and persistent coughing. A close aide said the 85-year-old veteran leader was shifted from his residence in Baramati to Ruby Hall Clinic, where he is being treated for a throat infection. Ruby Hall Clinic’s chief cardiologist and managing trustee, Dr Parvez Grant, confirmed Sharad Pawar’s admission to the hospital, according to the PTI. “Once he arrives, a team of doctors will examine him and decide the further course of treatment,” Dr Grant said. The officials said that Sharad Pawar was on Monday brought to a private hospital in Pune from his residence in Baramati after complaints of cough and difficulty in breathing. CT scan performed A CT scan was performed and there is chest infection, Ruby Hall Clinic chief cardiologist and managing trustee Dr Parvez Grant said, as per the PTI. "After all the tests, we may admit him for a day," Dr Grant added. A team of doctors is examining him and further course of action will be taken accordingly, he said. The 85-year-old leader was brought to the hospital in the afternoon. He was accompanied by daughter and Lok Sabha member Supriya Sule and her husband Sadanand Sule. Wheeled inside the hospital Immediately after arrival from Baramati, around 100 km from Pune, the former Union minister, who lost his nephew and deputy CM Ajit Pawar in an air crash on January 28, was wheeled inside the hospital. Pawar, who came in an MPV, came out of the vehicle on his own before being taken inside the facility in a wheelchair for the treatment. Pawar, an oral cancer survivor, was suffering from throat infection, persistent cough, and chest congestion, party sources said.  Further details are awaited. (with PTI inputs)

SC upholds ban on animal sacrifice, allows limited prayers to Muslims in Madurai

The Supreme Court on Monday upheld a Madras High Court's decision prohibiting animal sacrifice and granting Muslim devotees limited rights to prayers on the Thiruparankundram hills in Tamil Nadu's Madurai. Underlining that the October 2025 order of the high court was balanced, a bench of Justices Aravind Kumar and P B Varale declined to interfere with it. The apex court was hearing a plea which challenged the high court's order, claiming that it violated the fundamental right to freedom of religion. Senior advocate Prashant Bhushan, appearing for the petitioner, said there had never been a law and order problem in the area, to which the bench said that there would not have been a peace committee meeting in the absence of such a problem. "It seems to be a very balanced order...We do not propose to interfere with the order. Without expressing any opinion on the rights of the parties, the impugned order stands upheld," the bench said. The Madras High Court had permitted prayers and gatherings in the Nellithoppu area during Bakrid and Ramzan, subject to the condition that it did not affect the traditional footsteps belonging to the Subramaniya Swamy temple. ISRO identifies safe landing site for Chandrayaan-4 Mission; here's more

 The Chandrayaan-4 Mission is at least two years away, but the ISRO has identified a location in the South Polar region of Moon to land its lander. The union government has approved the Chandrayaan-4 mission, designed as a lunar sample-return mission and it will be India's most complex lunar endeavour yet. "We are targeting 2028 for Chandrayaan-4," ISRO Chairman V Narayanan had earlier said. According to ISRO officials, they had zeroed in on four sites of the Mons Mouton (MM) and found one of them suitable for landing on the lunar surface. Mons Mouton is a region on the Moon. Officials said they had identified locations -- MM-1, MM-3, MM-4 and MM-5. Of them, MM-4 was chosen for the landing. "The four sites in Mons Mouton area were fully characterised with respect to terrain characteristics using high resolution Orbiter High Resolution Camera (OHRC) multi view image datasets," they said. It was found that one kilometre by one kilometre area around MM-4 contains "the less hazard percentage, mean slope of 5 degrees, mean height of 5334 metres and most number of hazard free grids of size 24 metres into 24 metres. Hence, MM-4 could be considered as the potential site of Chandrayaan-4 mission," officials said. Chandrayaan-4 consists of a propulsion module (PM), a Descender module (DM), an Ascender Module (AM), a Transfer module (TM) and a Re-entry Module (RM). The DM and AM combined stack will soft land on moon surface at the designated site. The main soft landing will be done by an appropriate stack (AM+DM) descent trajectory with navigation, guidance and control system while the safe landing can be ensured by a proper selection of the landing site that meets all the constraints of the Lander. Congress leader and Leader of Opposition in the Lok Sabha, Rahul Gandhi, on Monday alleged that Prime Minister Narendra Modi avoided attending the House to reply to the discussion on the motion of thanks to the President’s address because he was “scared” of issues raised by the opposition, particularly those linked to former Army chief General M M Naravane’s book, Four Stars of Destiny, reported the PTI. Rahul Gandhi dismissed claims that opposition members posed a threat to the Prime Minister during proceedings last Thursday. He challenged those making such allegations to file a First Information Report (FIR) against anyone who had allegedly threatened PM Modi. “There is no question of Congress members attacking the Prime Minister,” Rahul Gandhi said, adding that if any such threat existed, legal action should be taken immediately, according to the PTI The Congress leader further claimed that the government was reluctant to hold a detailed discussion on the Union Budget, fearing scrutiny over a deal with the United States, the manner in which it was finalised, and its potential impact on Indian farmers. According to Rahul Gandhi, the opposition remains keen on debate but believes the government is deliberately avoiding it. Four Stars of Destiny controversy Rahul Gandhi said the standoff in Parliament began when issues related to General Naravane’s book were raised. He alleged that the government repeatedly stalled proceedings to prevent him from speaking on the subject, the news agency reported. “They first said I could not quote a book, then said I could not quote a magazine, and finally did not allow me to speak at all,” he claimed. Gandhi also accused Defence Minister Rajnath Singh of making a false statement by claiming that the Naravane book was unpublished. “The book has been published and we have a copy,” Rahul Gandhi said. Allegations of unequal treatment in Parliament The Congress leader criticised what he described as unequal standards in parliamentary proceedings, claiming ruling party members were allowed to quote books and make remarks freely, while opposition leaders were restricted, as per the PTI. Mahayuti leads in Maharashtra Zilla Parishad poll trends; winners list here

The Bharatiya Janata Party (BJP) and its Mahayuti ally, Shiv Sena, were ahead of rivals in early trends of the zilla parishad and panchayat samiti polls in Maharashtra, as counting of votes began on Monday morning, news agency PTI reported. According to TV channels, the BJP has established a lead in 200 out of 731 seats and the Eknath Shinde-led Shiv Sena in 137 seats of Zilla Parishads till 2 pm. The NCP is ahead in 120 seats, Congress 46, Shiv Sena (Uddhav Balasaheb Thackeray) 33, Nationalist Congress Party (Sharadchandra Pawar) 13, and others in 29. BJP and Shiv Sena are now dominating in the rural pockets of the state, too, after their success in the urban areas in the recently concluded municipal corporation elections. BJP emerging as the strongest single party in many areas, especially western and southern Maharashtra.   In Pune, especially Baramati, the NCP has put up a dominant show.
