To keep its Mithi river rejuvenation and water quality improvement project on track against a strict working timeline till 2029, the Brihanmumbai Municipal Corporation (BMC) has invited tenders to hire a Project Management Consultancy (PMC) for Package 3 of the project at a cost of Rs 10.6 crore, to supervise construction, coordinate with contractors, contract management, dispute resolution, and the main objective of approving designs submitted by the design-build-operate contractor.

Package 3 involves two major components - flood control and water quality improvement - mainly in the tidal zone of the river from CST Bridge Kurla to Mahim causeway, including the Vakola river (including sewage collection networks, pumping stations, interception of other dry weather flow, and disposal of waste material). BMC has planned this work at a cost of '1700 crore, by intercepting dry weather flow at tidal outfalls and transferring it into the sewer system, training the river with the help of retaining walls, and providing service roads for maintenance works. Package 3 also involves the rehabilitation of over 2000 project-affected persons, a senior civic official said.
The Mithi originates at Vihar lake, Powai, and meets the Arabian Sea at Mahim Causeway. The total length of Mithi river is 17.8 km, of which 0.84 km is a natural valley. It covers 11 km between Filter Pada, Powai, and CST Bridge, Kurla, with the remaining 6 km between CST Bridge and Mahim Causeway.

During high tide, these gates control the reversed flow of water into the river; in case water quantity in the river channel swells during the rains, gate pumps also help pump the water out and control flooding in low-lying areas)

The consultant will primarily work to ensure the project is completed in a time-bound manner, while ensuring durability, maintainability, and environmental friendliness of the project. The PMC will vet the designs submitted by the DBO contractor and supervise day-to-day construction. The objective of this contract is to appoint the consultants for approval and partly help in operation and maintenance, for a period of 64 months.
