The Brihanmumbai Municipal Corporation (BMC) imposed penalties totalling Rs 18.70 lakh in 1,336 cases for violations under the Solid Waste Management Bye-laws, 2025, between September 1 and 28.
As per officials, the action was taken against violations related to public cleanliness, waste segregation and improper disposal of waste.
Failure to maintain cleanliness in the "aangan" and immediate surroundings accounted for the highest number of cases.
The BMC took action in 443 cases and imposed penalties of Rs 7.80 lakh in these cases, stated officials.
Of these, 203 cases were registered against owners or residents, attracting penalties of Rs 2.50 lakh, while 240 cases involved other responsible persons and resulted in penalties of Rs 5.29 lakh.
The BMC also stepped up action against the unauthorised handling and disposal of construction and demolition (C&D) waste.
As per the civic body, a total of 35 cases related to C&D waste were recorded, with penalties amounting to Rs 5.98 lakh.
Of these, 29 cases involved dumping C&D waste at unauthorised or non-designated locations, attracting penalties of Rs 4.53 lakh.
In another six cases, action was taken against transportation of C&D waste without an approved plan, with penalties of Rs 1.45 lakh imposed.
Littering on roads, streets, footpaths, gardens and other public spaces accounted for 330 cases, with penalties totalling Rs 1.67 lakh.
The civic body also recorded 184 cases involving the handing over of non-segregated waste, imposing penalties of Rs 1.68 lakh. These included 57 cases against individuals and 127 cases involving bulk waste generators.
The BMC said penalties were also imposed for a range of other violations, including spitting, urinating and defecating in public places, feeding animals or birds in a manner that causes nuisance, washing vehicles or utensils in public places and burning waste.
Action was also taken against violations by vendors and hawkers, littering by pets and failure to clean public gathering and event sites within the prescribed period.
To ensure greater transparency and uniformity in enforcement, all Assistant Engineers (Solid Waste Management) have been instructed to implement the bye-laws through authorised municipal field staff using the prescribed mobile application and portable printers.
The system allows officials to photograph violations, digitally record transactions and issue printed receipts on the spot. Online payments made against penalties will be credited directly to the Municipal Corporation's account.
As per BMC, "The enforcement drive was aimed not merely at collecting penalties but at promoting civic discipline, ensuring compliance with waste-management rules and improving cleanliness across Mumbai."
