The Delhi Police Special Cell has arrested four youths from Maharashtra, Odisha and Bihar for allegedly planning terror attacks across the country, reported the ANI.
Officials said the arrests were made during an intelligence-led operation by the Special Cell's NDR team.
According to police, the accused were influenced by extremist ideology and were part of encrypted social media groups where radical content was shared.
Investigators allege that they were involved in recruiting others and spreading propaganda linked to the idea of establishing a caliphate, the news agency reported.
Police said materials used for making an improvised explosive device (IED) were recovered from one of the accused.
Two members of the group were allegedly collecting locally sourced items to assemble a remote-controlled IED, which could be used for an attack.
The accused had allegedly identified sensitive locations such as the Ram Mandir, Parliament House, and military installations as potential targets, according to the ANI.
One of the accused had also reportedly visited the Red Fort in December 2025 and circulated an edited image online to influence others.
The arrested individuals have been identified as Mosaib Ahmad (also known as Sonu/Kalam) from Thane in Maharashtra, Mohammad Hammad from Mumbai, Sheikh Imran from Bhubaneswar and Mohammad Sohail from Katihar, Bihar, reported the ANI.
Police said that they were active in closed groups where discussions related to extremist activities and recruitment were taking place.
Investigators said one accused helped modify a remote-controlled toy car to be used in assembling an explosive device, as per the ANI.
Another allegedly raised funds by sharing bank details and urging followers to support extremist activities.
Sheikh Imran is said to have conducted reconnaissance visits to locations in Delhi and discussed possible targets, while also offering to arrange training for group members, the ANI reported.
An FIR has been registered under relevant sections of the Bharatiya Nyaya Sanhita (BNS) 2023 at the Special Cell police station in the national capital.
The Delhi Police said that further investigation is underway to uncover the full extent of the alleged network.
